my forms need to collect payment information without processing the payment... as per my explanation above.

Collecting credit card information using regular text fields are not allowed. As per our terms, you need to use a payment processor.

However, it is possible to capture the payment information and charge the user at a later time. Please take note that this method still requires you to use a payment processor. Here's a guide: https://www.jotform.com/help/292-How-to-Enable-Payment-Authorization.
