When I go to download a pdf, it does not download all the information that the person submitted. How do I fix that?

I have downloaded the submission you have given and I can see all the fields in the PDF.
May we know what fields are not showing in the PDF version of the submission so that we can check it out?

includes previous employment info, but in the pdf form it is omitted.

As I check your submissions, it seems the PDF and your form is different.
Have you edited/changed some fields recently?
Cloned your form and I cant seem to replicate the issue.
May I suggest adding a pdf link in your autoresponder or email notification, see if the PDF links gives out different fields.
Cleared your form cache.

Unfortunately, we do not have phone support.
Further checking and it seems you have customized your PDF.
Kindly click customize PDF.
You will see that, the fields have been edited/customized.
When you click add Field, you can see the missing information. You can add them or delete some fields in your pdf. You can also reset the PDF customization
by clicking the Reset icon on the top-right corner of your PDF design screen.
