I'am very interested to use the silver plan which the monthly charges is $39. However, my company need the forms quarterly, so could we pay the charges according to our plan?

If I understand your question correctly, you want to upgrade your account only for few months. Is that correct?
Please note that you can upgrade or downgrade your account anytime. Once you upgrade your account, you can cancel it immediately or any day before the next renewal date and you will not be billed again.

If you want to upgrade your account only for few months, I recommend you to choose the monthly upgrade plan instead of choosing yearly plan while on upgrading process. By this way, you don't need to pay for 12 months at a time.
If you downgrade your account by yourself, you won't be charged for the next billing date and you can benefit from the advantages of paid accounts until the next billing date.
You need to open a support thread to get a refund for unused time and downgrade your account immediately.
Let's assume that you upgraded your account today for a monthly plan, your next billing dates will be on 22nd April 2018, 22nd May 2018 etc. If you set your account to be downgraded after 22nd April 2018, you are able to benefit from the advantages of paid accounts until 22nd May 2018. For this reason, you won't get any refunds.
However, for example, if you send a support thread for downgrade on 24th April 2018, your account will be downgraded immediately and you will get a refund for unused time. Here is the formula:
(Monthly regular charge /30) x Remaining days
