Why Tax is not calculating properly?

For a student company, I create an order form:

The tax of 21% on all the courses they sell is calculated at 42% - while it clearly states 21%

What am I doing wrong?

The issue is in base tax setting:

You should remove that(just delete that number), and then the Tax set below will work properly(related to location).
