Up until a few weeks ago I had three e-mail recipients. I need to change one and was shown the requirement to upgrade my free plan.
Is this now the policy?

Yes, if you would like to add more than one recipient in the email notification of your form, you need to upgrade the account that owns the form first.
Same thing when you like to add multiple email notifications in your form.
