Can submissions be edited through the Edit Submission Link when a form is disabled?

Once the form is disabled, can you confirm that the submissions cannot be edited anymore using the link received by email ?

That's correct - Once a form is disabled, submissions can no longer be edited via the edit submission link.

My form is in French and English 

You can change the actual message shown on the page but you can't switch them to English or French. You may only customize it and that's the message that will be shown regardless.

To change the message, navigate to SETTINGS > FORM SETTINGS > set your FORM STATUS to DISABLED > then change the message as you see fit.
