Difficulty with Creating Survey Where They Can Complete Later

Hi, I am trying to build a survey/admissions application that will allow applicants to start, stop, start, and complete their application at different points. I have followed the extensive directions on building 2 forms, setting up Auto Responder, and How to Save forms and Continue Later.  However, I am still not sure this has been set-up correctly. Is it possible to get some assistance with this feature?

The easiest way to allow users to complete their application at different points would be to allow for submitting partially completed forms and including an edit submission link in the email autoresponder:

That way, users can submit parts of the form when needed, then return to their specific submission at a later time to fill in the other parts.
