I deleted a few submissions but just received an email saying my forms have been disabled.

You account is over limit. You have exceeded the allowed space for uploads.
So your forms are not accessible.
In order to proceed you must either:
1) Delete some of your submissions. Or delete whole forms to make space available. You might want to download your data first.
2) Upgrade to another plan with a higher storage limit:
