I changed my Paypall account and need to update. However it keeps saying unable to process $0.00. How can I update my account.

Your account was set to downgrade on Oct 22, but this is past due, probably due to a system glitch. I have set the account back to free (please delete the browser cache). So you can go ahead and re-upgrade.
