I have tested your form and I noticed that you have some fields that are required and also hidden using conditional statement.
For instance in your form if I chose not to agree for photographs to be taken and go to next page where I am supposed to add comment and submit, you have other fields that are required to be filled but the condition is directing me to submit based on my answer.
My recommendation would be, you make these fields not required so that if I say I do not agree to the earlier condition of photos being taken, I can be able to submit the form

You will subsequently need to do these for all your other fields that would lead to someone skipping other question and go to submit.
Alternatively you can make the other fields as not required as this will not trigger the error message.
