How to set up the workflow with signing the form on every approval step?

Adobe sign question—
I am trying to create a form that goes to more than 1 person to sign off before returning back to me—can you tell me if this can be done and how? The form in question is the same repair form I am working on —please follow the flow below
Person 1 (Employee)- Complete the repair form with all the particulars and repair information—after the work is completed, he would then sign the sheet confirmation the repair is complete
Person 2 (Tenant) - Must receive a copy of this sheet completed by person 1 and sign the sheet as well acknowledging the repairs are completed satisfactorily
Person 3 (Employer- ME) - receives this form that was signed by both Person 1 and Person 2—I would also add my signature as the last person in the sequence
Please advise (use your digital flow chart if possible) so i can see how to make this work on my end…

As far as I understood the idea you are trying to implement, I am not sure if Adobe Sign widget would be suitable here as it always require 2 signatures on every step. 

But, I suggest to add any other kind of signatures, e.g E-Signature.
