could you please tell me a way out if i select one program then from one menu at time.
what condition should i apply?
i want to just select only one option from any one of the menu.

I am not sure if I understand your query correctly. Do you mean to enable the user to select only one option from either of the 'Select Program(s)' fields? The conditions that are already set on the form seems to be confusing a little to understand your requirement. I would recommend using two Multiple choice elements and limiting the entry amount, like this:
Alternatively, you could also create two Drop-down elements (user can only select one option by default), like this:

As far as I understood, I suppose you want to allow to select only one option from 2 of Select Program(s) fields. Is it correct?
If yes, I can suggest adding 2 conditional statement to disable the second field if first is filled.
However, you will need to review the required property of those fields then, because if the required field is disabled, it will not allow to submit the form. To fix that, my recommendation is to add an action to your conditions, like below:
