How to limit checkbox options?

i want to create a form which contains a checklist but the checked item will kept checked for the next users, in anther meaning the form is dynamic, the checked items kept being filled until all the items on the list is checked, the last person won't be able to check anything.

is this possible?

As far as I understood your question, I can suggest to try a Ticket Purchases widget. You will be able to specify how many times the option can be picked. If the option is not available, the field would look like the following:
