When I receive a submission with files all of the files are not transfering to Dropbox some times. The files are all there in JotForm in the submission.

Hello, have you tried removing the integration and readding it? Please refer to: http://www.jotform.com/help/77-Upload-to-Dropbox-with-JotForm for more information on integration with dropbox.
Also please be advised that this can happen if your file sizes are too small or not specified. You can access this by selecting your File Field then going to configurations and viewing followed by adjusting them from there.
On top of this I would like to point out that if the files that are uploaded are too large, ocassionally errors and timeouts can happen which can lead to this problem.
