I am using JotForms to collect request for proposals on my website. I am now getting bombarded with people in India completing the form wanting me to contact them about doing business with them (web site design, SEO, etc)
Since my services are only available to people in the USA and I do not plan to do business with people who spam me, I would like to block locations or IP addresses to prevent these solicitations.

This is possible to achieve with Get Visitor Location widget and conditional logic. You can set the widget to capture only country.
After you add this widget to the form add a condition to hide the submit button if the widget does not contain value United States.

Only users from the United States should be able to see the submit button.

Should I see the United States in the dropdown? It's not showing up on the
conditions and looks like I need to manually type it.

You need to manually type United States inside of the condition.
