We are trying to make a job application for a trucking company. The DOT requirements do not allow anyone else to have access to the information submitted on the application. is there anyone other than us that would have access to the application once it is submitted and how it is protected. also were are they stored once submitted.

All form submissions can be viewed in the Submissions page. This page can only be accessed by the account administrators.
You will see additional privacy settings on the Account Settings page. Here's the link: https://www.jotform.com/myaccount/settings.
It is also possible to encrypt your forms. This feature ensures that submission data is transferred and stored in a secure format I recommend you to check this user guide for more information: Encrypted-Forms-and-How-to-Use-Them.
The form submissions are stored on our servers. JotForm servers are co-located in a cloud-based architecture with Google Cloud and Amazon Web Services (AWS). Google Cloud data centers are hosted in Iowa (US). AWS data centers are located both in Germany, Frankfurt (EU) and US, Virginia (US).
