Why page in my form is not showing properly?

On my form when the Quote Type drop down is answered Home Only (Includes Condo, Renters, and Mobile Home) and I click next the next page includes only a Back and Next Button When I click next again it takes me to the correct page.

I cannot figure out why this Back and Next button on an empty page is appearing or how to remove it.

The issue is related to this condition:

Which is hiding the page when Home only is chosen in Quote Type field.
