Forward completely form for approval before submitting to database

We will create a form that needs to be sent to an approver to check. The Approver should be able to edit/update what has been completed before final submitting.

If a form can be updated then I was thinking to have an email address field to CC the form to the approver. Once the Approver is happy they change who the form should get CCd to and enter admin@domain.com when the approver submits

Does this make sense and is it possible?
