and downgraded to the free plan, but my Paypal was charged $39 today. Can you please cancel and refund?

I checked your username (Trident_Publishing) and didn't find any receipt from PayPal. Would you mind sharing to us your PayPal email so we can have our billing team checked. Also, if possible, please send us the transaction ID from PayPal.
By the way, since you are using PayPal as your payment method, you will need to cancel the automatic renewal by logging in to your PayPal account. Please refer to our guide here on how to https://www.jotform.com/help/336-How-Can-I-Cancel-My-PayPal-Subscription.
