I don't understand how it is that we can be over payment submission. One does not submit a form without paying. So why would you limit the number of payments permitted? What difference is that to you?

I recommend reviewing the user guide also : Understanding Your Account Usage and Limits

To review your account usage you can use this direct link https://www.jotform.com/myaccount/usage

As mentioned in the user guide, Payment Submissions is the number of submissions your forms have that have payment integration.

In the JotForm Pricing page you can see also the details of the different subscription packages including the payment submissions.

I also reviewed your account/username PhilaFMCS and I see you had already upgraded the subscription to SILVER subscription plan which lifted the overlimit quota status. The account is Active and forms are available.

I hope this help. Let us know how we can be of further assistance.
