Yes this is correct. I have a school that wants to purchase the JotForm Premium for two users. I discovered that JotForm has a licensing solution. Can you tell me which one would compare to the Premium .... Basic or Enterprise licensing solution? Please let me know if I can offer anymore information.

Hello Stephanie. Both Basic and Enterprise can let you create more than one user. The only difference is the capacity for your JotForm to create accounts (Basic can create up to 100 accounts, while Enterprise can create up to 1000). However, with the licensing solution, you will have to have your own web server and database for this as you will have to run JotForm on your own server. This solution will be as is, and there is no guarantee that you can get the new integrations and features in the future.
But, with the Premium subscription, you will have to create two different subscriptions for each. The advantage of this is that you don't need to install JotForm on your own server and once we provide upgrades and features, your accounts here will be able to use these features as well. Also, I was informed that we will be able to have a multi-user capacity feature to be included in the near future. This means that you can create sub accounts under your main account.
