Configurable Form - Conclave Student Registration

I'd like to duplicate this configurable table but can't seem to figure out how.

Also, Can I set up an auto email to be sent to the email addresses added to this table?

If you want to duplicate the element inside the same form then you may go to the settings section and duplicate it from there:

Now, it's possible to send an email autoresponder only to the email typed in the email field from the basic section, it's not possible to send emails to fields in the Configurable List widget.

On this form https://form.jotform.com/80996696180170 you have used text area fields while on this one https://form.jotform.com/61544568446969 you're using a text box, hint and the field itself has a label.

I would recommend you to check the fields you have used on the desired Configurable List, this guide will provide you details about the fields in the widget: https://www.jotform.com/help/282-How-to-Set-Up-the-Configurable-List-Widget
