Hi! I just realized today someone filled out my form and submitted payment. I clicked “complete submission” but I still don’t see payment in my PayPal. Where is it?

If you clicked "Complete submission" that means that you were in the Incomplete payments section which further means that your user actually closed the page before paying, so the payment submission became incomplete. Completing that submission will not charge your customer it will just move the submission from Incomplete section to Submissions.
So, your user will have to submit the form again and finish the paying on PayPal.
