Questions regarding the new max number of payments.

Please let me know about the new payment policy May 1st.  Does the max number of payments mean that only 3 people can use their credit card or is it only three forms at a time can have the credit card option? 

The payment submission limit means that only 3 payment submissions can be received. So only three people can submit the form with payment per month.
