Bronze account: Payments limits change.

Kevin - I asked this on another question but no one has replied.  In re: the payment limits change.  We have bronze account currently.  Say we upgrade to silver that gets us 100 payments a month. But if we do NOT use those 100 payments, do they rollover to May?  It's not clear on the site if the monthly allotment is use or lose.
