Is it possible to change an answer when using radio button? If not is there another option?

Unfortunately you can't edit the field contents during a submission. But you can add conditions so that fields can be hidden or shown according to the field values.

No it's not possible anymore, once the form is submitted or is under a submissions process, data inputted by the user can't be edited on that moment. However, submitted data can always be edited by adding an edit link on your form's autoresponder. To do that, first create an auto-responder email, then add {edit_link} tag to the body of the email. Here's a short guide for that: http://www.jotform.com/help/40-How-to-Let-Users-Update-Their-Form-Submissions-at-a-Later-Date
