I cannot drag/drop the conditions to reorder the list

i understand you can drag conditions to reorder them. but i'm not able to drag them. i get the arrows when i click the 3 lines in the upper left, but it won't move anywhere. 

can you reorder them in a different way?

You need to hover your mouse to the three lines, then click-hold your left mouse key then drag.

Note that clicking alone won't make it. You need to hold the left mouse key to drag/drop conditions. 

i am clicking, holding and trying to drag. but instead of moving the box, it just starts highlighting the content.
