Please be noted that JotForm is a web based form builder service and the internet connection is required to access the forms and to submit them either on PC or mobile device. If you want the users to submit the form offline, you may consider creating a fillable PDF form so that they can fill the form and send it when the internet is available. Alternatively, they may also send the filled PDF form as an attachment to you.
