If I have a free account, can I still direct the notification to a field email address using conditions?

Please take note that the free account can only have one notification email and one email recipient. If you want to send email based on the user's answer, please check this guide: https://www.jotform.com/help/167-How-to-Send-Email-Based-on-User-s-Answer

You can add only one condition to change the recipient of the Notification Email.
If you add the condition, please note that the Notification Email won't be sent unless the condition is met.
If you need to add more than one condition (more recipients), you will need to upgrade the account.

Yes, that is correct.
If you need to add more than one condition that changes the Recipient Email of the Notification email, the account must be upgraded to a paid plan.

You need to upgrade your account if you want to add multiple email recipient.
You can also try using the autoresponder email and use a condition. Here's a guide: https://www.jotform.com/help/26-Setting-up-an-Autoresponder-Email
