Can I Upload a picture and then enable editing when the form is being submitted?

I am looking to upload an image on the form and then when people access this they can highlight area on said image.

Can this be done?

You can use the draw on image widget https://widgets.jotform.com/widget/draw_on_image. Please follow this guide https://www.jotform.com/help/252-How-to-Add-a-Widget-to-Your-Form on how to use and add a widget to your form.

Is there any way I can upload an image form my computer? Or does it need to be one from online? How do I obtain the url from an image on my computer?

You cannot use an image from your computer because an image has to be stored online. You can upload your image to file storing server such as Dropbox or imgur. 

You can also upload your image to our servers and then add the URL of your image to the widget. 

To achieve that you can add the Image field to your form, upload an image from your computer, Copy link address of your uploaded image and add it to your Draw on Image widget. You can then remove the Image field from your form.
