    This is the 3rd time the link has done this is going to be a continuing problem

    I've tried your form and was able to submit and got redirected to PayPal page.

    Where there any specific errors you've encountered while redirecting your form to PayPal page? If possible, kindly provide us with some screenshots so we can check.
