I have inserted the Terms and Conditions widget

I am unable to get the link to my privacy policy on my website to work. I have wrapped the text in curly brackets {} and although it appears as a link on the build, does not work on the preview. What am I doing wrong? 

I checked your form and I can verify that the widget is configured correctly.

When I clicked the "terms & conditions" link, the PDF file appeared. Here's a screen capture:
