How to display the time on the form based on the user location?

We'd like to customize timezones in the form.  So if someone we had as a client that we have was in LA we'd have that LA form pop up the CA Pacific time zone for them.   We are operators and take messages and this is why we need this and want to start to sell HIPPA to be fully compliant with DOCTORS.  We would be lifelong customers if you can make or show us how to make this happen.

I understand that you want to display the time on the form based on the user's timezone. Please note that the date field on the form shall be displayed based on the device settings that is being used by the user. If the user's PC/device is set to EST, the default date on the date field shall be displayed as per the time zone selected on the device.
