Can Purged form be restored?

My applications/submissions have been deleated. Residents cannot fill out the application. how do i get this back?

I am not sure if I understood your question. Is your form and submissions of that form deleted? 

I checked your account history logs and I saw that you deleted and then purged Waldorf Towers Apartments Leasing Application form from your account.

If you issue is related to that form, I am sorry to say but your form and submissions are permanently deleted from our servers and it is not possible to recover them. Purged forms cannot be restored. 

If your issue is related to some other form, please provide us a link of that form. 

So how do I get the applications back onto Jotform?

Considering that it is possible to restore a Purged form, you will need to re-create your form from scratch.

If your question is related to the form that you Purged, your submissions are also deleted and it is not possible to recover them. 

I can only suggest you to check the Email Notifications you received when the form was submitted and try to find your data there.
