I have had three different clients fill out my forms and then not be able to submit them-no button to push submit. Please help!

I have checked your JotForm and see that the submit button is displaying normally at my end. Please see the screenshot below:
Is the form embedded on any of your web pages and not displaying the Submit button? If so, please share the web page URL where the form is embedded so that we can take a look and assist you further.

it is not. I am just sending them a link from jotform directly.
is there some reason they cannot advance pages? IE, sometimes they only need to fill out for one or two car seats though there are pages for all 5. Is something keeping them from advancing to the final page?

I have checked your JotForm on different browsers and unable to replicate the issue at my end. If you want to hide/skip the pages based on the number selected for 'Number of Car Seats', you may consider setting up conditions using Skip/Hide pages. Please refer to the guide below that can help you with this.
