Ghost form submission?

I created a member application for a new organization. Fields are one at a time, all required. The final screen is a link to PayPal to pay an application fee. There was a payment that came though, but no application either emailed or registered on jotform. It seems that the applicant would not have gotten to the payment screen without filling out the rest of the form. Has anyone experienced something like this?

Also, I noticed that on my free account, I can have 3 paid submissions per month. Is using PayPal considered a paid submission?

I can't provide a screenshot because there is nothing to show. I am showing zero submissions, but a payment through PayPal.

If I understood correctly, you received a payment in your PayPal account but submission was not recorded on your account. 

I checked your submission page and you have 3 incomplete payment submissions. Please check them and see if one of them is for the payment you received.
