Is it possible to show empty fields in PDF reports

I have a PDF report for the form below. I have set the option of hide empty fields to no as shown below, but they still don't appear in my PDF report. I am trying to paginate the report but if some fields are or aren't completed, it ruins the pagination as you can see by the 2 submissions. So I was hoping just to show empty fields then I can set the pagination and spacing based on all fields. So, how can I have my report show all fields whether they are hidden or empty or not?

Please try the following:

1) Make sure that "Auto hide empty fields" option is off in your submissions page:

2) Then create a PDF report:

That should work for you and empty fields should show.
