I cleared my submissions from the data base but still say full. Is there any way I can keep the free account? What if the submissions dropped this month is that mean Ithe account back to normal?

You cannot delete submissions from your submission limits.
Free users get 100 form submissions per month.
If you choose to not upgrade, you form(s) will simply be unable to accept any submissions beyond 100 until the submission count resets at the turn off the month.
