How do I import the federal W-4, which I have saved in a fillable PDF form. The form is on the IRS website.

Unfortunately, it is not possible to import such a form. You can build it from the scratch, but it won't have the same layout: https://www.jotform.com/help/2-How-to-Create-Your-First-Web-Form
