Convert pdf form to JotForm form

Is there a way to convert pdf to html web form?

i have a PDF for that i have people fill out how can i convert it over to an electronic form they can fill out? 

For the most part, it is not possible to convert PDF forms to JotForm web forms.  We do have a tool that can convert PDF's created using the now closed Adobe Forms Central, but it is specific to that format.
