I have a form that will allow people to sign up for a sponsorship with our nonprofit. I would like to have the option for them to either pay by Paypal or by mailing a check.
I have set up page 2 for the Paypal selection and page 3 with the check information (address for check to be sent).
I have conditional formatting on the bottom of Page 1 to skip the Paypal page if the option "check" is selected. When filling out the test form, choosing check and then submitting still redirects to the Paypal login.
How can I set this up across all forms so that if someone wants to pay by check, they are not redirected to my nonprofit Paypal account?

I think you have resolved it already. I checked your form and I see that the PayPal item is no longer selected by default and not set as required.
If the user will not select PayPal payment option, the form submission should no longer redirect them to PayPal screen.
