Email Notification: Unable to open uploaded files

I created a form and had the data encrypted.  I was able to add another email to receive the data, but when she opens the file, it says that she is unauthorized to view it.  How do I go about giving that recipient permission to view the data.

Is the issue related to this form https://www.jotform.me/form/81571171950456? The form is currently not encrypted. I checked your submissions and only one of them is encrypted. Please note that encrypted data can only be decrypted with the private key. The form also has to be encrypted. More about encrypted form, you can find inside of this guide:

If I understood correctly the new recipient email is not able to download uploaded files from the Email Notification. This issue is not related to form encryption. The issue is related to the Privacy settings on your account. Require log-in to view uploaded files option is checked on the Settings page of your account. 

To resolve this issue you need to un-check Require log-in to view uploaded files option.
