The form I'm creating doesn't need a country dropdown list. The client's business is strictly local. rather than go through the address elements manually, I would like to elliminate the country list from the quick tolls address. Is this possible?

Yes, this is possible but only with css injection. Firstly, open the "inject css" field as described here: http://www.jotform.com/help/117-How-to-Inject-Custom-CSS-Codes. Then, insert the css content below:
But of course you can also set the country dropdown to your choice by default. To achieve this open the properties section of the related field and select the default country.

Thanks for the answer. The css is the way to go. The client does not operate in other countries and I don't want people thinking that they do.
