When we meet our max limit in submissions and the Warning Message is sent, is their submission on hold until I enable the form again? Or do they need to place another order next week when I have capacity to take orders?

No, when the limits are reached your forms will be disabled meaning that your users will get the warning when they open the link to the form, submissions are not collected so they will need to do it when the form is active again.
