Is submission ID unique and specific for each sender ?

Hello,

        Due to data privacy issues I am not allowed to ask any personal information from the senders. But I have to make an analysis of the submissions. So I want to ask that is the submission ID unique and specific for each sender ? e.g. if one sender sends the form twice, will I be notified by the same submission ID ?

If not,then what is the way to know that one specific sender has send once/twice/thrice ( since I can't recognize submissions due to lack of personal data)?

The submission ID is unique for each submission not for each sender. If you make an analysis by sender, you may want to consider it.
