I am not sure where the files go. I did a test upload but have no idea where it is.

You can see the uploaded files in your My Forms Submissions page.
Click on My Forms, select the form, and click on Submissions button. On the submission page you will see all the answers to form questions including the details on the uploaded field data.
Please note -- I noticed that the upload field in your form is not set to required. This means that the form can be submitted without uploading any file and you will not see an uploaded file for the particular submissions.

Okay, so, if it is not set as REQUIRED, there is no way to upload a file successfully? This is not something that will be done very often so I can't make it required.

I cannot understand how you meant by "not will be done very often" -- to have a file uploaded you will need an upload field . That is the way to go.
Your form user can choose not to include file by skipping the non-required upload field.
Or they can choose to include by using it.
By not making a required field the call will be on the user (they will not be forced to fill in the non-required field.)
You can also try the option using Condition Logic on the form. That is, you will add another context asking the form user if they want to upload file or not (make this option question a required one).
If they choose the option to upload file then the upload field will be reveal (still not required) -- again it is on the user if they want to fill in the upload field or not.
