I sent myself a "live" test submission from NASCPE Directory form and it went to my primary acct email address instead of where it was defined to go.

Your form asks for the user to enter a URL on your form. Perhaps someone entered a URL that is blacklisted and this caused that the email@example.com address was sent to the bounce list (preventing mail delivery). I have since removed the address from the bounce list.
