Why yearly plan is not 25% off?

Hello, I see an advertisement for a $351 yearly Silver plan.   When I try to upgrade my  new (less than a month old) SIlver monthly to a yearly plan, my price is $390 which is $39 more.   Can I get the $351/yr price or do I need to create a new account to do so (an url clone over my existing 5 basic forms)?

Thank you.  I just opened the account so it would be nice to take advantage of savings.  Do I need reduce my number of forms to go back to free account before upgrading?
