Is it possible to set up a confirmation step on our form?

We are trialing Jotform on our construction site to allow workers to send us their details and book and induction to site before arriving. We would like the subcontractor supervisors or managers to approve people from their companies prior to them being accepted (extra validation step). This is to stop people who are not authorised by the subcontractor to get onto our site. The original idea was to send a link of the form to all subcontractors who could share the link with their employees coming to site. However, we have had instances in the past where workers have turned up to site with additional labour, but the subcontractor did not know these people. 

Effectively, if we put a link out there, it would be good if the subcontractor got an email which they need to approve prior to us getting it, or at least flagging with us that they have not been approved yet.
