How does a user reopen an incomplete form

We have someone who started a form, but didn't complete it and didn't pay, but wants to reopen it and finish it.  I can see where *I* can submit it or delete it from my side, but how does she get back to it?

If the user didn't submit the form, there's no way to continue and complete it unless you're using the Save Forms and Continue Later feature. 

Did the user submit the form? Please provide the form URL so we can check it further.
